legal ability and ethical standards), is a partner at Sell & Melton, L.L.P. and has represented
numerous governmental entities as Bond counsel
and Issuer’s counsel over the past twenty-eight
(28) years. Mr. Miller is the head of the Public/Municipal
Section at Sell & Melton, L.L.P. He has closed
as Bond counsel over two hundred fifty (250)
bond issues in fifteen (15) states - Alabama,
California, Florida, Georgia, Illinois, Indiana,
Mississippi, Missouri, New York, North Carolina,
Ohio, South Carolina, Tennessee, Texas and West
Virginia. Mr. Miller also represents three local
issuers - the Development Authority of Bibb County,
the Macon-Bibb County Urban Development Authority
and the Macon-Bibb County Hospital Authority.
Mr.
Miller specializes in acting as Bond counsel for
the financing of nursing homes, assisted living
facilities, manufacturing facilities, QZABs, prisons,
and low to moderate income housing projects. He
has participated in several hospital and exempt
facility financings as well.
At
Sell & Melton, of which he was managing
partner from January 1, 1995, through January 20, 2009, Mr. Miller has
amassed considerable experience in the field of
public/municipal finance and in structuring and
successfully completing difficult financings.
In addition to public/municipal finance, Mr. Miller
practices in the areas of: Taxation, Trusts, Estates
and Wills.
